All practitioners working with, and on behalf of, children, young people and families have responsibility for ensuring everything possible is done to prevent the unnecessary escalation of issues or problems. Children, young people and their families must be offered help when needs and/or concerns are first identified and, as a consequence of the early help offered, children’s circumstances improve and, in some cases, the need for targeted services is lessened or avoided.
The offer of early help begins with universal and increased personalisation of services to meet the needs of children, young people and their families.
